Of the $40 billion in aid already approved by the US Congress, $19 billion is military aid. In addition to the United States, the United Kingdom, Poland and the Baltic countries are actively involved in the supply of weapons.

Retired Lieutenant General Ben Hodges, former commander of the US Army in Europe, believes that the desire of Ukrainians to win the war with Russia and reach the borders on February 23 is quite real. Moreover, this can be done before the end of this year if Ukraine receives a sufficient amount of Western artillery, MLRS and ammunition for them. Hodges argues that if this is not done, the war could last for years.

On April 4, 2022, at the request of the United States, Spanish police seized the Tango yacht owned by Russian steel magnate Viktor Vekselberg. He has been under sanctions since 2018. However, until the last moment the yacht was not touched, because it was registered in the British Virgin Islands, writes The Economist.

Since the beginning of Russia's full-scale invasion of Ukraine, the West has been actively seizing the property of Russian oligarchs abroad. The EU seized $7 billion worth of assets, yachts and works of art; United States - about $ 1 billion in the form of aircraft and yachts. Italy, for example, seized a $700 million ship believed to be owned directly by Russian dictator Vladimir Putin. Another $400 billion of Russian central bank assets were frozen in the West.

In the West there are more and more proposals to use this money for the restoration of Ukraine. The head of the European Council, Charles Michel, and politicians from all over the world, from Canada to Germany, spoke about this.

There are difficulties in implementing this plan, both practical and legal.

Central bank foreign exchange reserves are a relatively easy target as they are located in the West and subject to sanctions. So far, transactions with the central bank are prohibited, but the funds are not legally blocked. This means that Western countries have no right to confiscate money. Although Ukraine's allies may take this step, as Washington recently did with the reserves of the Central Bank of Afghanistan, after the Taliban occupied Kabul.

Private assets are more difficult. The sum of direct investments of Russians is about $500 billion, but few of them can be frozen, because most often they are registered, for example, in Cyprus. Therefore, the asset freeze will only apply to individuals.

Anders Åslund, a former adviser to the governments of Russia and Ukraine, believes that Russians who are under sanctions are keeping about $400 billion in the West, and now only $50 billion is frozen. Kremlin oligarchs began to fall under sanctions back in 2014, after the occupation of Crimea. To hide the fortunes, they hid it under 20-30 layers of shell companies. Some have moved assets to friendlier territory, in particular the UAE.

Another problem: political opinions cannot be a reason for Western countries to take property, although there have been precedents. The confiscation condition is a proven criminal offense. And that means years in the courts.

Both the USA and Europe are now trying to simplify this system by legal methods. For example, we are talking about expanding the lists of crimes for which funds can be confiscated. And here difficulties are expected: in the US, the midterm elections are approaching, and each such decision will be considered in a political context; The EU cannot give orders to member governments; Germany will have to introduce changes to the legislation, and Cyprus and Malta, which are transit hubs for Russian money, probably do not support this initiative.

Meanwhile, the confiscation of state assets would require Western governments to recognize Russia as a hostile state or call for regime change there. So far, even Washington categorically denies this.

Therefore, in the West, there is now a boom in creativity. For example, they propose instead of an oil embargo to impose additional high duties on Russian oil, in order to then transfer additional funds to Ukraine. Even for this decision, Europe will need a consensus, which does not yet exist.

Does this mean that Russian money will remain inviolable? Maybe not. Most likely, their fate will be decided after the war.
